New Modalities for Refund Claims of Excise Duties on Petroleum Products in France from 2025

Important changes regarding the processing of excise tax claims

As of January 1, 2025, important changes will come into effect regarding the processing of excise tax claims on petroleum products (formerly TICPE). The process will no longer be managed by the Directorate General of Customs and Indirect Duties (DGDDI), but will come under the jurisdiction of a new department.

How to Submit Requests

Claims for reimbursement must be submitted exclusively through an online portal, which is currently not yet active. As soon as the service is operational, we will provide you with all the necessary details, including forms and instructions for filling them out.

Timing and Frequency of Requests

For freight haulers, it will be possible to submit applications for reimbursement in two different ways:

  • Quarterly
  • Annualy

Exception for 2025

  • Applications for Q1 2025 can only be submitted from July 1, 2025, pending official publication of the decree.
  • The flat reimbursement rate established for Q1 2025 will be €15.75/100 liters.
